South Devon Link Road
Road Infrastructure
Proposals put forward by Devon County Council and Torbay Council for a new South Devon Link Road have been approved and endorsed by the Government. Work is planned to commence within a year. The road will bypass the village of Kingskerswell, alleviating the town of much of its traffic, improving the air quality for inhabitants, and providing a host of benefits for the economy as well as the environment.

Torbay Development Agency (TDA) on behalf of Torbay Council is pleased to confirm that Sir Robert McAlpine and Deeley Freed have been identified as ‘preferred bidders’ for the new joint venture with Torbay Council, to deliver major regeneration in Torbay.
The Local Asset Backed Vehicle, a catalyst for attracting inward investment, will bring about high quality regeneration which will benefit residents, visitors and businesses.
A number of projects may be brought forward, including:
- Town Hall Car Park - new Business Hub, Torquay
- Terrace Car Park (retaining car parking) - retail, Torquay
- Victoria Centre Paignton
- Station Lane, Paignton
- Claylands, Paignton
- Union Street, - retail, Torquay
Whiterock
Tourism & Leisure, Housing Development, Mixed Use Development, Major CommercialWhiterock is a mixed-use development, the proposal for which has been drafted by Abacus/Deeley Freed. Plans are for commercial space, a new local centre, public open spaces and 350 new homes. The project aims to create a well-connected, balanced community to compliment the town of Paignton.
Bookham Site
Mixed Use Development
Devonshire Park Limited has acquired the former Bookham Technologies/Nortel site off Long Road and plans to develop the 24-acre site into an “exciting and innovative” mixed-use commercial development.
Devonshire Park Limited says that the development will generate jobs, attract businesses, and enhance the existing business community in Torbay.
Brixham Northern Arm Breakwater, Freshwater Quarry & Oxen Cove
Port DevelopmentThe third and last phase of Brixham’s long-term regeneration is the construction of a new outer harbour breakwater, which will:
- Induce calmer wave conditions in the harbour, protecting existing business and leisure activities
- Facilitate the development of leisure uses, especially marina facilities.
- Make the harbour enclosed and in all weather conditions.
Paignton Town Centre Regeneration

Regeneration opportunities that have been identified include:
- Public realm improvements, including Torbay Road
- Paignton Town Centre Development Cluster, comprising Crossways Shopping Centre, its multi-storey car park, development land off Dendy Road, Station Lane, and Victoria Shopping Centre and its multi-storey car park.
- Paignton Waterfront and Harbour Development Cluster, comprising, Paignton Green Coastal Park, Paignton Harbour Fish Works and multi-storey car park.
Improvements to Western Corridor
Road Infrastructure
The Western Corridor comprises the A380 and A3022 roads, which make up the ring road around Torbay. Torbay Council is conducting improvements to the Tweenaways Cross junction and other junctions will be upgraded with funds from developers. Further improvements to the Western Corridor are imperative for accommodating growth in the area and will be implemented over the next five years.
Proposed Improvements:
- To provide extra road capacity at junctions along the Western Corridor
- Make the road a dual carriageway where possible
South Devon College Higher Education Development Opportunity
University/Science/ResearchAn £8.8million University Centre was completed at South Devon College in 2010, and the college is now inviting further private sector investment towards the ambitious phase 2 plans for this scheme.
