Cornwall is investing in activities that will have a long-term impact on the economy through Convergence, the new European economic regeneration programme for Cornwall & the Isles of Scilly that runs until 2013. The funding will help to build a stronger more diverse economy, by supporting businesses, helping people into employment and helping those in work to gain new and up to date skills. This will include work with higher education to promote business friendly research and innovation.

Convergence consists of two funds; European Regional Development Fund (ERDF) and European Social Fund (ESF).

The European Budget for Convergence is c£500m with c£347m for ERDF and c£153m for ESF – this will be matched by UK public money from local, regional and national sources, giving a total value of c£712m (the Convergence budget is allocated in Euros and, therefore, during the life of Convergence these figures will vary with the GBP/Euro exchange rates).

Cornwall published an economic development strategy in 2007, setting out its objectives until 2021. The top ten priorities are:

Pool Innovation Centre

Major Commercial

Pool Innovation Centre (PIC) provides high quality, flexible managed workspace for start up businesses with potential for growth and high productivity, across all sectors.

It is a three storey building with a net lettable floor space of 2,310m². It has been designed to provide flexible accommodation, with units ranging in size from 25m² to 90m², including 49 offices of five different sizes, six shared meeting rooms and a conference facility.

It is estimated that by 2015 the PIC will have created 130 full time equivalent jobs in the centre itself and the wider economy.

Completion Date: 2015

Newquay Airport Masterplan (2008-2030)

Airport Development

The development of Newquay Cornwall Airport is a transformational project which is considered integral to the delivery of the inspirational and economic prosperity of the people of Cornwall. This has been recognised in the EU Convergence Operational Programme for Cornwall for 2007-2013.

The vision of the Airport is "The creation of a safe, secure and efficient, commercially successful regional airport, which is the focal point for a major...employment area based around aviation related...activities which acts as a key driver of the whole Cornish economy...designed to the best sustainable development principles, ...a model for other regional airports to aspire to."

Plots 7 & 8 Treleigh Industrial Estate

Planning consent has been granted to construct 4 high quality and sustainable factory units (1 x 9,250sqft, 1 x 7,650sqft, 1 x 8,400sqft and 1 x 4,650sqft) arranged as 2 semi detached units so as to allow flexibility for different size units.

Subject to finalisation of the convergence grant, the first units could be available from April 2010.

Potential development project of 2,605 m2 of 9 high quality BREEAM Excellent industrial units with up to 40% office content:

A planning application was submitted in September 2009 and subject to planning and Convergence grant approval, the units will be available for occupation from October 2010.

Tolvaddon Business Park

CPR is currently working with the Council and the RDA to secure Convergence Funding for the Tolvaddon Employment Infrastructure Project.

The project will cover the remediation of the land and the implementation of the primary infrastructure (road, drainage and utilities) required to service a series development plots on a site adjacent to the existing Tolvaddon Energy Park in Pool, Cornwall.

In total, the new Tolvaddon Business Park will provide approximately 10ha of employment land (with outline planning permission) in 8 plots, accommodating up to 22,641sqm of employment space (Office and industrial).


Cornwall Bio-Park

Cornwall Bio Park (CBP) is a unique combination of two high specification areas in the Camborne Pool Redruth area. Designed with efficient energy use in mind, it is a flexible site close to the main rail route to London and the A30 trunk road. The areas are:

cbpEast - designed to house a state of the art Waste to Energy park processing 100,000 tonnes of waste and generating 1100MW of energy. 85,000 sqft readily configurable.

cbpWest - a business park designed for low-cost running, providing over 144,330 sqft of business, distribution and office space.

Truro Business Park, Threemilestone Industrial Estate, Truro

The Truro Business Park employment space project is a speculative mixed business space scheme, providing a total of around 10,067 sqm of high quality space, much of which will achieve an Excellent BREEAM rating.

The scheme will provide 2,544 sqm of B8 warehouse/trade counter space, 2,899 sqm of hybrid office/industrial space and some 4,624 sqm of flexible B1 office space. Up to 14 units could be provided in the development, with the flexibility to provide smaller units according to demand. This is the first mixed employment space scheme of its type in Cornwall.


Barncoose Gateway Employment Space Project

Barncoose Gateway employment space project is a mixed office/industrial/business space development on the gateway site at the entrance to the Barncoose Industrial Estate, Redruth.

The development comprises a total of 7,343 sqm of floorspace with 5 units, including a 1,394 sqm office building to facilitate the relocation of Coastline Housing. The remaining space is a speculative development of high quality office/industrial space with the buildings achieving an Excellent BREEAM rating, including an office building providing 3,907 sqm and a detached hybrid office/industrial building of 888sqm.


Newquay Growth Area

The Newquay Growth Area is a 100 hectare site, to the east of Newquay. It has been earmarked for development by the local authority, as a way of meeting future business, housing, educational and health needs in a sustainable way.

Newquay is one of the country`s most popular seaside resorts, attracting some 750,000 visitors a year, the population rising from 20,000 to 100,000 during summer.

The Duchy of Cornwall is the majority landowner of the site, and is working with the local authority, to ensure that Growth Area development will champion sustainable development environmentally, socially and economically.
