Southend Council Economic Policy Statement
Investing in Southend-on-Sea
The Economic Development Strategy
The Strategy is a key document for Southend Borough Council and its partners, as it sets out how the public sector can support the development of identified growth sectors of the economy, such as tourism and leisure, creative and cultural, health and medical, aviation and advanced engineering, and financial and business services.
The Regeneration Framework focuses on developing the physical infrastructure, offices, industrial space, retail and public realm, which can support these key sectors and their supply chains.
Local Transport Plan 2 (LTP2)
"Reducing the levels of congestion remains a fundamental objective of this Plan. This not only looks at addressing congestion related problems currently being experienced in Southend, but at managing expected traffic growth in the future." Southend Borough Council has promoted a package of measures through the Local Transport Plan (LTP2 2006) to improve the appeal of public transport, particularly buses, and to improve the flow of traffic on the A127, through enlarging and grade-separating junctions at key access intersections. Further demand management measures are still to be considered, although there is a comprehensive Cycling Strategy linked to LTP2.

Better Southend - City Beach
Road InfrastructureSeafront Development
The Homes and Communities Agency, has confirmed funding for the resort`s City Beach scheme - aimed at encouraging visitors to make more use of the beach and stay longer in the area, will start early 2010. It`s centred on six 100ft state-of-the-art lighting columns, which will transform the Marine Parade area, extending daytime into evenings. Access to a new landscaped public area with a lively fun fountain will also be created, as well as improved access to the beach, new footpaths, improved provision for cyclists and better toilet facilities. Completion Date: 03/2011Better Southend - Victoria Gateway Square
Road Infrastructure
Victoria Gateway Square aims to address and improve the problems experienced by pedestrians, cyclists and public transport users, without having a significant impact on traffic. The plan is to make this important gateway to the town more attractive, efficient and safer.
The Victoria Gateway project will create a new public space linking the station with the town centre and replace the existing roundabout with a signal controlled junction. It will also create a major public transport interchange centred on the station, serving the planned redevelopment and regeneration of the area. For further information please visit Better Southend - Victoria Gateway Square.
Better Southend - Progress Road
Road Infrastructure
Progress Road, a junction along a main route into Southend (A127), gets congested during peak times and holidays, when tourists visit Southend. It will have an additional lane for vehicles entering Southend. Stacking room will be provided for vehicles turning off the A127, preventing queues from blocking the A127 traffic flow. Pedestrian and cycle facilities will be improved along with landscaping. For further information on this new road plan, please visit Better Southend - Progress Road.
Better Southend - Cuckoo Corner
Road InfrastructureCuckoo Corner is a four-arm roundabout, which develops large queues along three of the arms. To reduce congestion, it is proposed that the roundabout is signalised. Pedestrian movements around the roundabout will also be improved with traffic signals. For further information on the new road plans, please visit Better Southend - Cuckoo Corner.
