Chelmsford Borough Council - Development Projects
Chelmsford Borough Council has an exciting and challenging ambition for the borough - namely the Chelmsford Tomorrow Vision - which will exploit the tremendous opportunities for growth and change available over the coming years.
Efforts have been made to partner with local, regional and national agencies to make Chelmsford a place and a community of which everyone can feel proud and a desirable hub for growth and investment. The underpinning factor of this vision is to put customers, both businesses and residents, at the heart of our work and ensure we provide the outcomes they expect - excellent services that give value for money, improved quality of life, the support for economic growth, opportunities for all - drives everything we do.
The strategies and policies for this vision are contained within the Council's Local Development Framework (LDF). Some projects have already been adopted by the council and some documents are still in progress. Targets for the LDF include addressing the emerging housing requirements for the Borough arising from the Draft East of England Plan (RSS14), including the building of 16,000 new homes and creating 20,000 new jobs by 2021. These objectives will be achieved through two main action plans; The Chelmsford Town Centre Area Action Plan (TCAAP) and the North Chelmsford Area Action Plan (NCAAP).
The Chelmsford Town Centre Action Plan includes details of a number of opportunity sites including the High Street, Chelmer Waterside, Rivermead and others in which there is potential for development. This proposal alone should bring 8,000 new jobs and 3,000 new homes, together with integrated transport services, education provision and community facilities.
The NCAAP includes delivering planned growth of around 4,000 new homes and 3,000 new jobs, with the potential of four new schools, community facilities and a 40,000 sq m business park.
