The Middle Black Sea Development Agency (TR83 Region) covers the provinces of Amasya, Çorum, Samsun, and Tokat. The largest city is Samsun, a Black Sea port with around half a million inhabitants.
The sub-region was identified as one of 12 priority regions in the Preliminary National Development Plan (2004-2006).
The area boasts some of the largest fertile and arable plains of Turkey. The main export items are fruits and vegetables, vinegar and alcohol. Industrial products include machines and mining products. A total of 372 companies export to an annual value of roughly USD 597 million. Tourism is a growing sector, though there are few international tourists. Corum is home to the ancient ruins of the Hittite capital Hattusa, a UNESCO heritage site.
There are 16 industrial zones (Samsun, Bafra, Kavak, Amasya, Merzifon, Corum, Tokat, Erbaa and Turhal), one free zone (Samsun), and 2 technology development zones (Samsun, Tokat). All four of the provincial capitals are university towns.
