Almost the size of Belgium, and home to 83,000 people, Kainuu is a region undergoing rapid development. Known for its world class research in measuring technology, Kainuu also has a burgeoning adventure tourism industry taking advantage of beautiful countryside and some of the densest snowfall in Finland. High unemployment means that there is a large potential workforce in the region, spread across nine distinct municipalities. These municipalities are united by the Joint Authority of Kainuu, which works to promote regional solutions to the common challenges facing local communities.

The Joint Authority of Kainuu has three key sectors for development in the region: ICT and Electronics, Tourism, and Natural Resources. The Kainuu Regional Development programme aims to encourage growth in these sectors beyond the Finnish national average through a variety of investment programmes in education and local infrastructure.
